The following activities will be deployed to strengthen and augment existing legislations and to deliver serviced residential ervens in urban centres during HPPII:
National Housing Policy & Urban Land Reform Policy
The scope of this activity is defined as:
◻ Conducting a review of the National Housing Policy
◻ Developing an Urban Land Reform Policy and Program
These policies and programs will, where applicable, be amended to address improvements to urban design concepts, minimum size of erven and mixed developments for more efficient land use. The Ministry of Urban and Rural Development (MURD) coordinates all the land and housing delivery plans being done at the regions and local councils. MURD will conduct a review of the National Housing Policy and develop an Urban Land Reform Policy and Programme, to address among others, urban design concepts, minimum size of erven and mixed developments for more efficient land use. This housing policy is developed by the Department of National Housing Delivery and currently the National Housing Policy and the National Housing Development Act is currently in draft format.
Servicing 24,000 Stands
The scope of this activity is defined as:
◻ Delivering 24,000 serviced erven during the HPPII period with initial focus on Windhoek, Walvis Bay, Otjiwarongo, Gobabis, Eenhana, Ongwediva, Ondangwa, Oshakati, Grootfontein and Rundu (the “commencement group” of locations).
◻ Local Authorities, GIPF, Shack Dwellers Federation of Namibia, Development Workshop, and private property developers will play an intricate role in defining the exact scope for each location and potential other locations in Namibia.
Each location identified will be assessed through engagement with the relevant stakeholders to identify projects already initiated and the status of these projects. The projects identified will be assessed and where appropriate be included in the scope of this assignment. Local Authorities in towns outside the “commencement group” will be approached to submit proposals for servicing of land which will be assessed and where relevant included under the scope of works.
Proclaim 84 Townships
Townships are defined as extensions or suburbs within a town or city boundary limit. MURD targets to proclaim eighty-four (84) townships with economic viability by the end of the HPPII period, equating to 21 Townships per year.
◻ Municipalities and Local Authorities will be engaged to provide information on the extensions that have already been initiated with relevant status of each project.
Initial focus on Windhoek, Walvis Bay, Otjiwarongo, Gobabis, Eenhana, Ongwediva, Ondangwa, Oshakati, Grootfontein and Rundu (the “commencement group” of locations) will be provided. Local Authorities and Municipalities in towns outside the “commencement group” will be approached to submit proposals for servicing of land which will be assessed and where relevant included under the scope of works.
