The aim of this programme is to assist local authorities and any other developmental partner in the provision of communal basic services such as water, roads, sewerage, and electrical reticulation in informal settlement areas. The following key activities outlined below will be deployed to successfully upgrade informal settlements across the country during HAPPII:
National Informal Settlement Upgrading Strategy

There is no specific strategy targeting informal settlements at national level, and thus the Ministry of Urban and Rural Development seeks to formulate a National Informal Settlement Upgrading Strategy in collaboration with the National Alliance and other stakeholders by the end of 2021. This will help to create an enabling environment for settlement upgrading by communities.
Formalization/upgrading of 5 existing informal settlements
The scope of this activity is defined as:
Scale up formalization/upgrading of 5 existing informal settlements countrywide throughout the HPPII period by rolling out the Flexible Land Tenure System and issuance of Certificates of acknowledgement of Land Occupational Rights which will be translated into Title Deeds to inhabitants residing in informal settlements, throughout the HPPII period. Some of the sites identified for this activity are:

● Kanaan/Epako in Gobabis
● Uupindi in Oshakati
● Walvis Bay
● Otjiwarongo
