The sports professionalisation framework aims to enable Namibian sports to progress to highperformance excellence, positioning athletes to earn sustainable livelihoods from sports. Through early talent identification, providing support services and monitoring and evaluation processes, the professionalisation framework aims to enable talented Namibian athletes, administrators and technical officials to be employed gainfully.

Establish regional sport franchise hubs or sports clubs for the Priority Codes of Athletics, Soccer, Rugby, Cricket, Boxing and Netball, in all 14 regions in collaboration with Regional Councils and Local Authorities, to be managed on business principles and in a sustainable manner throughout HPPII.

1Benchmark sport franchise systems (South African rugby and netball franchise, UK and New Zealand netball franchise systems, Jamaican schools sport and professional systems) 2Needs Assessment / Auditing of existing sport facilities and entities (Clubs) systems 3Engagement with Stakeholders (Regional Councils/Local Authorities and National Federations) 4Review current sports professionalization draft strategy (white paper) of 2018 5Development of a Management and Operation Plan (Guideline) / Strategy for selected sport franchise (model sport franchise business plan) 6Solicited needed funding and start implementation/ creation of regional sport franchises, professional leagues and capacity building (unlock Social Security Employment Fund and sponsorship/ investment incentives)
