Due to the absence of programmes implementing the sanitation policy in the past and insufficient sanitation facilities in rural and informal settlements residents were often compelled to defecate in the ‘bush’ or use the bucket system toilets as there are no alternatives. The result of this action has caused contamination of veld, and water sources such as wells and ponds. While a lack of funds and bulk infrastructure are a major concern, much can be done by using appropriate technologies and involving residents in finding and implementing solutions. One such approach gaining ground in Namibia is Community Led Total Sanitation (CLTS). The following activities outlined below will be executed during HPP to help alleviate the sanitation problem:

Sub Activity Description:

Community-Led Total Sanitation (CLTS) and Water, Sanitation and Hygiene (WASH) The widespread open defecation and a lack of solid waste collection are huge challenges in Namibia’s informal settlements located in the urban and peri-urban areas. This has led to the proliferation of contaminated green spaces which have since become health and safety hazard zones especially for children. The scope of this activity is to: Launch Community-Led Total Sanitation (CLTS) and Water, Sanitation and Hygiene (WASH) awareness to increase hygiene through the community construction of latrines at household level in urban and peri-urban areas throughout the HPPII period. Sub Activity Description:

2.5.2Elimination of bucket toilets In the absence of adequate infrastructure and provision for waste management, healthy options for sanitation are lacking especially in informal settlements and rural areas and thus people often resort to using the undignified and unhygienic bucket toilet system which carries significant health risks. Therefore, the Ministry of Urban and Rural Development (MURD) working together with the Ministry of Agriculture, Water and Land Reform and other developmental partners targets to sustain investments into the development of bulk water and sewer infrastructure, so as to eliminate the remaining 483 bucket toilets, by 2022.
