Adoption and enactment of key policies and legislation to provide comprehensive framework and certainty, including the following:

The Access to Information Bill seeks to address the important issues of transparency in Government and to guarantee our citizens freedom of information and the right to access public information, improving accountability and citizens’ relationship with Government. The Bill recognises the need to make sure our people have access to information held by public institutions and about their government.

Once enacted, the Land Bill will empower the government to manage land through one legal instrument. It will also prohibit foreign nationals from acquiring agricultural land in Namibia and concurrently ensure that resolutions of the Second National Land Conference are implemented.

Once passed into law, this Bill ensure border participation by enabling the previously disadvantaged persons to meaningfully participate in the economy. The Bill further allows for shared prosperity, as there will be fair and equitable distribution of resources, and redress historical inequalities.

The NIPA aims to support the attraction, facilitation and promotion of investments to help foster economic development. NIPA further aims to: 1. Develop the informal economy and its participants into the commercially viable and mainstream into the economy sector 2. Develop the startups, scaleups and general entrepreneurship ecosystems of the country. 3. Address challenges faced by the informal economy and targeted beneficiaries such as infrastructure, entrepreneurial development, and institutional support.

The government have recognised the importance of the MSMEs and the role it is playing to develop our economy , hence the Ministry is set to implement appropriate policies and programs with a view to enhance businesses growth, these includes a draft National Informal Economy and Entrepreneurship Development Policy , that is currently in the pipeline. The policy’s objective is to develop the informal economy and its participants into commercially viable and mainstream economy sector, which could contribute to the economic growth of our country and its inhabitant in a sustainable manner.
