To provide comprehensive frameworks and certainty, the following key policies and legislation will be enacted and adopted:
1. Access to Information Bill;
2. Land Reform Bill;
3. Namibia Equitable Economic Empowerment Bill;
4. Namibia Investment Promotion Bill;
5. National Informal Economy & Entrepreneurship Policy and attendant Bill;
6. Cyber Crime Bill;
7. Data Protection Bill.

Entrench a culture of structured and accurate reporting across all Public Entities (OMAs, RCs, LAs) and Public Enterprises (PEs), to foster public trust:

To foster public trust, HPPII will be entrenching a culture of accurate of structured and accurate reporting across all Public Entities by executing the following activities:

1. Revision & standardization of the form for Disclosure of Assets & Interests by POBs & senior Government officials for annual declaration.
2. 100% updated OMAs and PEs websites.
3. Tabling of OMA and PE audited Financial Reports in the National Assembly and disseminate to the public.

Activity 3: Formulate and implement a coherent development and modernisation plan.

Activity 2: Enhance border patrols and security at all points of entry.

Activity 1: Strengthen law enforcement nationally

Activity 4: Provide feedback and avail country Review Reports by multilateral organisations through public platforms and Ministerial websites.

Activity 3: Develop a Citizen Satisfaction Survey (CSS) Tool and conduct a satisfaction survey once during the HPPII period, and accelerate implementation of Remedial Action Plans based on survey outcomes.

Activity 2: Institutionalize a structured Public-Private Dialogue Mechanism.

Activity 1: Institutionalise Civic Townhall Meetings & convene meetings in all fourteen (14) regions every second year.
